Malta Permanent Residence Program

The Malta Permanent Residence Program (the “MPRP”) is a new program, the Residency Malta Agency, which is responsible for the administration and promotion of Malta’s Residence by Investment Program. The program provides a solution to enable respected non-EU nationals and their families to reside, settle or stay indefinitely in Malta.

Criteria for eligibility – Kriterien für die Förderungswürdigkeit

For a principal applicant to be eligible, he/she must meet the following requirements:

  • He/she is a third country national (TCN), not a citizen of an EU/EEA country or Switzerland.
  • They must be over eighteen (18) years of age;
  • Have clean police record;
  • Fulfil all duties of care as a fit and proper person;
  • He/she must not be suffering from a serious illness;
  • He/she must have a stable and regular income;
  • He/she must be in possession of health insurance;
  • He/she must be in possession of a valid travel document; and
  • He/she must have assets of at least €500,000, of which €150,000 must be in the form of financial investments.

Criteria for Investment – Kriterien für Investitionen

Qualifying property

Under MPRP regulations, a qualifying property is a property that is either owned or leased by the principal applicant.

The principal applicant must either:

  • Rent a property at a rent of at least €12,000 per annum (for properties in Malta, excluding the South of Malta) or €10,000 per annum (for properties in the South of Malta or Gozo);
  • Purchase a property at a price of at least €350,000 (for properties in Malta, excluding the South of Malta) or €300,000 (for properties in the South of Malta or in Gozo);

Direct payments – Direkte Zahlungen

The direct payments under the MPRP regulations are an investment requirement for the Maltese economy through direct payment to the Agency. This direct contribution is payable by the principal applicant and the amount depends on whether the person concerned has rented or purchased a property in Malta.

  • €58,000 if renting a property
  • 28,000 € if buying a property

In addition to the above contribution, the principal applicant must donate €2,000 to a local registered philanthropic, cultural, sporting, scientific, animal welfare or artistic non-governmental organization or society registered with the Commissioner for Voluntary Organisations or otherwise approved by the Agency.

Application Procedure – Antragsverfahren

The MPRP application process can be divided into the following stages.

Authorisation

In the first stage of the process, the lead applicant authorises a licensed agent to act on their behalf throughout the MPRP application process. This is done in writing in the form of a Power of Attorney (POA) Compilation and submission of the application package – issuance of the acknowledgement of receipt In the initial stage of the application process, the agent conducts due diligence on all applicants, i.e. the lead applicant and any dependents he/she wishes to include in the application Application. For the purposes of the MPRP, the following are considered dependents:

  • The main applicant’s spouse in a monogamous marriage.
  • A child of the principal applicant or his/her spouse under eighteen (18) years of age
  • A child of the principal applicant or spouse who is over eighteen (18) years of age and who is primarily maintained by the principal applicant.

The Malta Permanent Residence Programme (the “MPRP”) is a new programme, the Residency Malta Agency (the “Agency”), which is responsible for the administration and promotion of the Maltese Programme “Residence by Investment”.

The Programme provides a solution to enable respected non-EU citizens and their families to reside, settle or stay indefinitely in Malta.
